Might have something to do with being more worried about Gore Vidal and doing much of your outreach in the City while the friggen District is in West County and outwards. Just a thought.
Shopping around for a District isn’t terribly effective either.

I hear what you are saying, (Byron does have his faults), but shopping for a district and not campaigning were not among them. He was asked by several active Democrats in the district if he would run for the seat when nobody else expressed much interest.
And he was pretty active all over the district from what I could tell - I saw him at every West County Dems meeting I went to, and I also saw him up in Lincoln County.
